Request for Proposals: Vanpool Provider Pilot Program

The Crawford Area Transportation Authority (CATA) will receive proposals related to the operation and management of a subsidized Pilot Vanpool Program until 4:00 P.M. EDT, on Friday, August 29, 2025. All proposals must be emailed in PDF form to chart@catabus.org prior to this date and time to be considered. Requests for the complete bid package must be made via email to chart@catabus.org. The pilot program shall serve residents of Crawford and Venango counties with coordinated services to reach employment as the primary goal; however, all established vanpool routes must make accommodations for other members of the public that choose to participate with the vanpool and pay the established fare. All requests for clarification regarding this RFP are to be submitted via email to Collin Hart, Finance and Procurement Coordinator at CATA, chart@catabus.org, before August 13, 2025. An addendum containing responses to pertinent questions will be sent to all interested parties.

Federal Procurement Clauses:  The following federal procurement clauses apply to vendors providing goods and/or services to CATA. Vendors are required to accept notification of these clauses when purchases are made based on the value of the contract.
